In order to fix this problem, you will need replacing the active account with one you are restoring. You can also assign a different user name to the account that you are storing so you don’t have two different accounts with the same name. To do this-

1.    Sign in with your admin account at https://portal.office.com/adminportal/home.
2.    Go to Users > Deleted users, in Admin Center
3.    Now, on the deleted user page, select the names you want to store and click restore
4.    Now follow the instructions that are shown on Restore page
5.    Do one thing when a problem in restoring the account occurs. Cancel the restored or rename current active user OR, type new primary email address for the user and click restore
6.    Review the results and then select close

Now restore the user name that has name conflict!
